1. Capture neutral land
2. Push with replacement timing
3. Use alliances to hold borders
4. Use ally territory sharing only when the border is already defensible
5. Contest Oil Rigs and raid locations only with replacement production ready
6. Plan around the current 8-base default and 10-base maximum territory limit
